02 · The challenge

What wasn’t working

Courts were running on QuickCourt, a legacy application that had been in use for many years and had become slow, hard to support and impossible to extend. Records were spread across paperwork, and cases, hearings and payments were never tracked in one place. AdComp needed a modern platform without disrupting the courts that relied on the old one.

Legacy, unsupported application that was slow and could not be customised
Manual records and heavy paperwork
Cases, hearings and payments not tracked in one place
Payments arriving through several channels that had to reconcile
Growing case volume
Users who are court staff, not technologists
What they needed
  • Replace the legacy system without disrupting court operations
  • One platform for the full case lifecycle
  • Complete hearing and docket records
  • Integration with AdComp's existing payment channels
  • Structured financial tracking and state reporting
  • Room for workflow automation later
03 · What we implemented

The solution

Bizmap and AdComp designed SmartCourt as a fully custom application on the Frappe Framework, with no standard ERP modules. It covers charge entry, case and docket management, record classification for traffic, civil, criminal and juvenile matters, hearings, payments and payment plans, cash bonds, a case jacket that shows everything about a defendant in one view, centralised printing and XML state reporting.

Each charge becomes a case and docket with any number of hearings. Payments are recorded in SmartCourt or synchronised from AdComp's web, mobile, IVR, kiosk and POS channels through APIs, with component-wise disbursement tracking. Roles for court managers, clerks and marshals. Built for configurable workflows and approvals later.

Modules
  • Charge entry and traffic citations
  • Case and docket management
  • Record classification (traffic, civil, criminal, juvenile)
  • Hearing management
  • Payments, payment plans and cash bonds
  • Case jacket (one view of a defendant)
  • Alerts and notifications
  • Centralised print documents
  • Reporting and XML state compliance
  • AdComp's payment channels (web, mobile, IVR, kiosk and POS) stay independent and synchronise with SmartCourt through APIs, so every payment lands against the right case and is reported once.

How work flows now

  1. 1Citation
  2. 2Case and docket
  3. 3Hearing
  4. 4Payment or payment plan
  5. 5Disbursement
  6. 6State report

What we built beyond the standard

  • Custom case lifecycle workflows
  • Multi-category record types
  • Payment synchronisation with five external channels
  • Component-wise fund disbursement tracking
  • XML state reporting
  • Cash bond pre-case deposits
  • Role-based access for small court teams

Outcomes

  • Case, hearing and payment information managed in one place
  • Less paperwork for court staff
  • Real-time payment tracking and component-wise disbursement
  • Automated XML state reporting
  • Little training needed for non-technical staff
  • A platform AdComp can extend to more courts
