Courts and city finance off thirty-year-old systems, without stopping public services

Bizmap is the engineering team behind two of AdComp Systems' government platforms: SmartCourt, a court management system that replaced a legacy application in about six months and now holds 35,000+ cases, and a municipal finance and payroll platform that went live for its first Texas city in about four months and has since rolled out to more cities.

Challenges in government and public sector

Our court system is older than most of our clerks.

A modern court platform on Frappe covering citations, cases and dockets, hearings, payments and payment plans, cash bonds and XML state reporting, built so the court keeps working while it moves.

Payments come in from the web, the phone and the counter, and none of them match.

Every payment channel synchronised with the case through APIs, with component-wise disbursement tracking and one reconciliation.

We find out a fund is overspent at year end.

Fund-based accounting with budget validation on every transaction, so a department cannot spend what its fund does not have.

Payroll compliance depends on one person who knows the old system.

US payroll on ERPNext with FIT, Social Security and Medicare, W-2, W-3 and Form 941, plus TMRS, unemployment and workers' compensation reports.

FAQ

Yes. Both of our public-sector platforms are AdComp Systems' products. AdComp owns the client relationship and the product; we design, build, test and support it: AdComp's team in the US, our engineers in India.

SmartCourt went from design to deployment in about six months. The municipal finance and payroll platform had its first city live in about four months. Both replaced systems that were still running, so the cut-over was planned around the courts and city offices.

Yes: federal income tax with IRS tables, Social Security and Medicare, W-2, W-3 and Form 941, and state-level reports such as TMRS, unemployment and workers' compensation.
